CityView explains that “[e]ach licensed attorney … listed in the Knoxville Bar Association’s Directory was sent an invitation to participate in [the] balloting process.” Each participant was asked “to vote for their peers with the idea of who would they call or refer their friends to if they were in need of specialized legal services.” According to the publication, over nine thousand individual votes were cast during the balloting process.
